Sonoma County Resource Recovery offers a complete suite of residential waste management services, including weekly collection of garbage, recycling, and compostables for residents in Windsor.

We recognize that the transition from a single-stream to a dual-stream recycling system presents challenges for some team members. While we appreciate that it requires extra effort, this system is supported by the commodities markets.

Composting Tip: Keep a small compost pail in your kitchen to collect food scraps and food-soiled paper. When the pail is full, dump it into your green cart, rinse, and repeat!

Sonoma County Resource Recovery Offers Weekly Curbside Collection of Used Motor Oil and Oil Filters

  • Put motor oil in a 1-gallon plastic container with a screw-on lid.
  • Place the oil filter in an appropriately sized resealable bag.
  • Ensure both the motor oil container and resealable bag are sealed tightly. Place the sealed containers on your curb next to your recycling
    cart for collection.

Please note that residential billing statements are sent out quarterly.

SCRR’s competitive rates are adjusted annually based on a refuse rate index as provisioned in our contract with the Town of Windsor.  This allows SCRR to cover costs to provide your waste services and maintain compliance with all regulations.

Curbside Clean-Ups by Appointment

Residents are entitled to two Curbside Clean-Ups each year with a 30-day period between the two appointments. Please see the information provided in the Residential Service Guidelines pertaining to this program and refer to the following list of non-reusable items that are permitted under this program:

  • Area and floor rugs
  • Mattresses
  • Appliances
  • Electronic Waste  (including all handheld electronic devices, computers, TVs, smoke detectors, electrical cables/cords, Christmas lights, hearing aids, GPS systems, stereos, office equipment, DVD players and VCRs)
  • Universal Waste (including TVs, computers, batteries, mercury-containing thermometers and thermostats, and fluorescent lamps)
  • Textiles
  • Tires without rims
  • Organic waste that does not properly fit in the organics cart or bin
  • Some combination of such items in a container the dimensions of which does not exceed four feet by four feet by two feet (4’ x 4’ x 2’) and weighing no more than sixty (60) pounds

Residential FAQs

If your regular service day is on or after the holiday, then your collection will be delayed one day that week. Normal collection will resume the following week. There are no delays for Sunday holidays.

Payments can be made in the following forms: one-time online payments by credit card, recurring electronic payments by credit card, recurring electronic payments by checking account debit (autopay), and by mail. Click here to make an online payment.

We accept checks and credit cards by mail. Please complete and include your remittance stub that is part of your invoice, place the remittance stub and check in the provided envelope, stamp your envelope, and place it in the mail. If you’ve lost your envelope, please address your envelope to:

Residential: Sonoma County Resource Recovery bills residents quarterly, in advance, on the following dates: January 1, April 1, July 1, and October 1.

We will make sure your account is properly documented and credited based on the date the service cancellation or change is effective, as indicated by you in either the cancellation form or service change request.

If you are canceling your service and moving out of Windsor, and you wish to receive a refund in the form of a check, we can do that if you provide a forwarding address where indicated on the form.

If you are moving in to a new single-family residence, welcome! Please contact us to start service. 

If you are moving from one residence to another, please contact us to cancel service at your old residence and start service at your new residence.

If you are moving out of Windsor, we are sad to see you go. Please contact us to cancel service.

Note: Our rates are bundled. For the price of your landfill cart (for non-recyclable materials), a base level of service for recyclables and organics collection service are included. 

If, on collection day, you have noticed excess capacity in your gray landfill cart that would allow you to decrease your service level, please contact us.

These guidelines may help you determine whether you can decrease the size of your gray landfill cart. Always check the fullness of your landfill cart after all waste has been placed in it the night before your regularly scheduled collection day.

  • If your current landfill cart is 96-gallons, you may safely decrease your landfill cart size to a 64-gallon cart if you have excess capacity of at least 1/3 of the space inside your cart.
  • If your current landfill cart is 64-gallons, you may safely decrease your landfill cart size to a 32-gallon cart if you have excess capacity of at least ½ of the space inside your cart.
  • If your current landfill cart is 32-gallons, you may safely decrease your landfill cart size to a 20-gallon cart if you have excess capacity of at least 1/3 the space inside your cart.

To determine the size of any of your carts, please note the first two digits stamped onto the side of the cart. These two digits indicate the capacity, in gallons, of your cart.

Note: if you select recurring payments we will also deliver your bills and any educational or instructional materials to your email. All educational and instructional materials sent by email and by post will always be posted and available online, so please do not worry about misplacing these.

Additional Services and HHW

Twice per year, at no charge, residents of Windsor can schedule the collection of up to 4 cubic yards of unwanted materials, which may include a combination of excess mixed waste and recyclable materials, large/bulky items, and electronic waste. Pickups should be no less than 30 days apart.

  • Call customer service at (707) 795-7470 to schedule your curbside clean-up.
  • We no longer provide white bags for curbside cleanup. Please use trash bags.
  • A total of 4 cubic yards of material is allowed per cleanup. This can include 2 cubic yards of trash, one large reusable item, and one electronic waste item or similar combination.
  • Fill trash bags with miscellaneous items. Commonly disposed of items include: books, magazines, toys, clothing, exercise equipment, housewares, packaging materials (styrofoam blocks, large boxes), yard trimmings.
  • Next to the bags, you may put large/bulky items at the curbside. This includes mattresses, sofas, dishwashers, water heaters and similar furnishings and appliances. Each item will count as 1 cubic yard.
    • Note: An extra-large item such as a fridge, couch in excess of 60”Wx33”Hx35”D or queen or king mattress will count as 2 cubic yards. Large sectionals will count as all 4 cubic yards
    • Note: One e-waste item may displace one large/bulky item. E-waste items include TVs, computer monitors, printers, fax machines, VCRs.
  • Please ensure all items are placed at the curbside by 6am latest on your scheduled clean-up day (we recommend placing them out the night before). Items will be removed using using a special flatbed truck between the hours of 7am-5pm.

***No Hazardous Waste. Hazardous items like pesticides, fertilizers, pool and photo chemicals, paint/varnish, toxic cleaning products, smoke detectors, mercury-containing items (thermometers, CFLs/fluorescent lights, etc.), and sharps (needles, lancets, etc.) need to be taken to a hazardous waste collection facility.

***No rocks, dirt, or concrete. Please haul this material to a local transfer station or construction/demolition facility.

Senior Discount Program

Effective 1/1/18, Sonoma County Resource Recovery, LLC will provide a 10 percent discount monthly to its customers who are senior citizens age 62 years or older.

  • Applicant must be the primary account holder and a Windsor resident
  • Applicant must subscribe to either 20- or 32-gallon landfill cart service
  • Applicant must submit proof verifying their age before the discount can be applied. Acceptable proof of age includes a valid drivers license, official identification card, or passport.

Household Hazardous Waste (HHW)

Hazardous Waste and Household Hazardous Waste must never be placed in any Sonoma County Resource Recovery Container. Residents may place some universal wastes out for collection with special requirements. To find out to properly discard hazardous materials, please contact Zero Waste Sonoma or Household Toxics at (707) 795-2025.

Household Hazardous Waste (HHW) is:

Any Hazardous Waste generated at an single family or multi-family Service Unit or Town Service Unit for household use which, because of their quantity, concentration, or physical, chemical, or infectious characteristics, may pose a substantial known or potential hazard to human health or the environment when improperly treated, disposed, or otherwise managed.

Hazardous Waste is:

Any material which is defined, regulated or listed as “hazardous”, “toxic”, a “pollutant”, or words of similar import waste under California or United States law or any regulations promulgated pursuant to such law, as such state or federal law or regulations may be amended from time to time; and “designated waste” as defined in California Water Code Section 13173.
